Kekkei Genkai/Bloodtrait: The Sagas are most known for their use of the Nagare (Flow Control) bloodline.  The Nagare requires a strong Suiton (Water Element) affinity to awaken and use effectively, but once awakened, greatly increases the user's manipulation over water.  The user uses chakra to simply guide the water as if in a flowing current, rather than assume complete control over it.  This allows the user to control it at a quicker rate, with far less chakra than standard water manipulation.  Few skilled Nagare users in the past have been able to use the water seemingly subconsciously.  

However, this excellent control comes with two major drawbacks.  First, like most Suiton jutsus, it requires a source of water, and therefore can run out quickly in areas without a solid source of water (especially in arid regions like Sunagakure).  Second, since the water is merely being guided with chakra rather than truly forced, its destructive power is sacrificed for control.  The Nagare bloodline requires the use of solid tactics and jutsus to be used effectively, rather than solely brute force.

Background: The Sagas have been in Kumogakure for generations, being original inhabitants of Kaminari no Kuni (Land of Lightning).  They were widely known to be relaxed individuals with an exceptional moral code.  Thus, their laid-pack and peaceful nature conflicted with that of some of the more powerful founding clans of Kumogakure.  When the influence of Kumo started to spread to the eastern coast of Kaminari no Kuni, where the Sagas resided, they relented and joined, fearing possible bloodshed.

Historically, the Sagas have been low-ranking members of Kumo society.  While of decent size, many of their members go through some of the starting motions to becoming ninja, only to withdraw and take up a civilian lifestyle.  This is usually because the Sagas hate bloodshed, and anything above Genin generally involves it.  Most Sagas awaken their kekkei genkai at a young age, and are known to use it in their civilian lifestyle, despite low chakra reserves.

The Sagas overall have little to no political structure.  They are an officially recognized clan of decent size, but generally stick to civilian matters, so politics are a bit of a moot point.  Many of them are more strongly bound to their personal family rather than that of their clan, listening to the advice of their personal family over sometimes even the Raikage.  This carefree lifestyle has led them to several disagreements between some of the more strict clans, but they usually back down when the opportunity presents itself.

While their appearances differ wildly, the Sagas have one key feature: dark blue hair.  Almost every one of their members has their characteristic dark blue hair, and it seems to be a dominant trait in any of their descendants.  The hair is generally kept long and unrestricted among clan members.  Other than that, many of the Sagas look vastly different to one another, barring the closer families.

Overall, the Sagas represent that of the nature of their element: an often smooth, care-free persona with little to concern oneself with.

Well done, I love the Kumogakure History. May have to make a Nagare character so I get to try it out.
